Assignment Title:  Technical Assistance consultancy

(Feasibility, Technical Specifications/ bidding documents and business plan for disaster recovery and national data center)

The Government of Mongolia has received financing from the World Bank toward the cost of the “Smart Government” project, and it intends to apply part of the proceeds for the provision of the following consulting services (“the Services”).

The Information Technology, Post and Telecommunication Authority (ITPTA) is seeking a consultancy service firm (“the Consultants”) to conduct a feasibility study and prepare bidding documents and business plan for a state-of the art Disaster Recovery Center (DRC) in Mongolia.

Consultants will provide consulting services to i) carry out an overall feasibility study of DRC including demand and supply gap, technical, organizational and financial aspects; ii) prepare the bidding documents following World Bank standard bidding documents and iii) develop business plan for National Data Center and Disaster Recovery Center (DRC) in Mongolia.

The expected period of the assignment is not exceeding 60 weeks. However, the expected level of effort does not exceed 18 man months.  The assignment will be performed at the ITPTA’s premise in Ulaanbaatar, Mongolia as well as in a place of a service provider.

Through this ROEI, the Government Procurement Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consultants shall be a consulting firm with at least 5 years of experience in the ICT field that meets with the following shortlisting criteria:

  • The national or international level experience in disaster recovery site selection and detailed design and specifications of Tier 2, Tier 3 data center;
  • Demonstrated experience in performing technical feasibility study for a national level DRC.
  • Demonstrated experience in development of business plans, strategy plan and business process re-engineering, preferably in the public sector;
  • Have experienced experts specialized in the following areas: (i) project management across a number of sectors including ICT systems, data center and disaster recovery center; ii) civil engineering and architectural design, electrical and automation system design, physical infrastructure and IT infrastructure design; iii) estimation of engineering work, machineries and equipment cost, and method of budget allocation;
  • Management capabilities (realistic and adequate resource and expertise allocation, strategy for managing the team and for meeting the project deadlines, strategy for ensuring a common approach by the team members to activities, internal quality control mechanisms for key deliverables and overall progress);
  • Demonstrated Understanding of World Bank procurement of IT systems and services;

Expression of Interest should contain the following information: (i) company profile including the key products and service information; (ii) previous experience related to the similar work in the last 3 years; (iii) financial statements summary for last 3 years; (iv) technical and managerial organization of firm, general qualifications and key staff including, but not limited to project management, infrastructure, civil engineering and IT, electrical and architectural design.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Consultant Guidelines.

Expressions of interest must be delivered to the e-procurement system-www.meps.gov.mn[1]  by a “PDF” form in Mongolian and English language prior 10:00 AM, local Ulaanbaatar time, on March 10, 2016.

Terms of reference


[1]Prior submitting the bid or The Expression of Interest to the e-procurement system, an eligible consultant shall apply request of PKI registration through email address ([email protected]) including with (i) request written in an official paper with signature and seal; (ii) a copy of registration certificate of legal entity; (iii) a copy of identification card of trustee who shall use PKI for bid submission; and will be provided with entry approval to the e-procurement system.
